Tate Hill is President & CEO of Access Plus Capital, a regional small business lender serving 15 Central California counties. A Stockton native raised in southwest Fresno, Hill holds a B.S. in Business Administration and Finance from Fresno State and an M.S. in Community Economic Development from Southern New Hampshire University.

With more than 20 years of experience in community development and 15 years in nonprofit leadership, Hill has championed equitable access to capital for underserved entrepreneur

He previously led the Fresno Metro Black Chamber of Commerce, launching the region’s first green business certification and the Central Valley Business Diversity Expo. Hill serves on the executive committee of the Fresno DRIVE Initiative and is board treasurer of the Greenlining Institute.

Since stepping into the CEO role in 2020, he has overseen Access Plus Capital’s rebranding and systems expansion, helping the organization grow from a Fresno EOC program into a regional CDFI. Under his leadership, APC has deployed over $63 million in capital to 1,000 businesses—supporting the creation and retention of more than 3,600 jobs.
