Who We Are

Primary Care Development Corporation (PCDC) is a national nonprofit organization dedicated to expanding access to high-quality primary care and advancing health equity in underserved communities. Founded in 1993 as a public-private partnership in New York City, PCDC was established to address the lack of capital financing that hindered the development of community-based primary care facilities in low-income neighborhoods. Since then, PCDC has evolved into a U.S. Treasury-certified Community Development Financial Institution (CDFI), providing capital financing, expertise, and advocacy to strengthen primary care infrastructure across the country.

PCDC’s mission is to strengthen communities and build health equity through strategic primary care investment, expertise, and advocacy. The organization envisions a future where all people have access to high-quality primary care, recognizing it as a cornerstone of healthy, vibrant communities. To achieve this, PCDC offers capital financing to support the development and expansion of primary care facilities, provides consulting services to improve practice operations, and engages in policy advocacy to promote investment in primary care. Over the past three decades, PCDC has leveraged more than $1.57 billion in financing to support primary care projects, created or preserved over 21,000 jobs, and facilitated more than 5.2 million primary care visits. The organization’s efforts have been particularly focused on communities with limited access to care, including low-income areas, communities of color, and rural regions. By investing in primary care, PCDC aims to improve health outcomes, reduce disparities, and foster economic development in the communities it serves.

What We Do

By integrating these core services, PCDC plays a pivotal role in building robust primary care systems that are essential for healthy, thriving communities.

Capital Financing—PCDC offers affordable capital solutions to community-based health care providers, enabling them to develop and enhance primary care facilities. This includes financing for new construction, renovations, facility acquisitions, and the integration of innovative delivery models such as telehealth. By investing in infrastructure, PCDC helps increase access to care in medically underserved areas.

Consulting and Training —PCDC provides consulting services, practice coaching, and training programs to health centers and primary care practices. These services aim to transform and sustain operations, improve care delivery, and enhance the overall effectiveness of primary care services within communities.

Advocacy —Through policy advocacy, PCDC works to promote investment in primary care and influence health care policies that support equitable access to quality health services. The organization engages with stakeholders to advance policies that strengthen primary care systems nationwide.
